With a total area of 90 hectares, ranking in the top 10 globally in both overall size and exhibition area, the project is strategically located at the northeastern gateway of Hanoi. It is the focal point of vital transport arteries, including road, air, and planned metro lines that are under development.
During his site visit to the National Exhibition and Fair Center, the Prime Minister expressed his delight at the bustling construction atmosphere. He praised the efforts and dedication of the ministries, Hanoi authorities, and Vingroup Group, noting that after just over eight months of construction, the large-scale, modern, internationally standard center is gradually taking shape.

Working with ministries, agencies, and units right at the construction site, the Prime Minister praised the related organizations and enterprises for promptly and seriously implementing the Government’s directives in carrying out the Exhibition construction.
The Prime Minister requested an urgent acceleration of progress, aiming to basically complete the construction by the end of July 2025, and to organize the inauguration of the National Exhibition and Fair Center on August 19, commemorating the 80th anniversary of the August Revolution (August 19, 1945 – August 19, 2025), as well as to serve the Economic and Social Achievements Exhibition on the occasion of the 80th National Day anniversary (September 2, 1945 – September 2, 2025).

Prime Minister Pham Minh Chinh requested that alongside completing the main components of the Center, the auxiliary facilities, services, and amenities must be developed synchronously; fully utilize the space of the Center; build, connect, and complete modern infrastructure systems for transportation, electricity, water, and telecommunications; and ensure the environment is bright, green, clean, and beautiful.
The Prime Minister assigned Deputy Prime Minister Mai Van Chinh to continue directing the Ministry of Culture, Sports, and Tourism to develop a clear schedule and assign responsibilities with “clear people, clear tasks, clear accountability, clear timelines, clear results, and clear authority” to finalize the plan for organizing the Economic and Social Achievements Exhibition on the occasion of the 80th National Day anniversary, ensuring that all ministries, sectors, and localities participate in the exhibition.
The Prime Minister also suggested organizing cultural and artistic activities, including major shows featuring talented artists and attracting a large audience, considering this event as the kickoff for a series of major cultural events.

In the long term, the Prime Minister has directed that the National Exhibition and Fair Center be developed and utilized as an iconic landmark for both Hanoi and the entire country, showcasing scale, modernity, cultural space, architecture, art, landscape, and management, while connecting with the historically and spiritually significant land of Co Loa.
Hosting major events here will help establish an international-standard exhibition and fair center, worthy of the nation’s cultural and historical traditions, affirming the country’s stature and growth, especially reflecting the achievements after 40 years of renovation. It will also promote Vietnam’s position, role, and image, serve as a tourist attraction drawing international visitors, and create opportunities for citizens to enjoy cultural achievements.

The Prime Minister emphasized developing this area into a cultural–historical–art complex, promoting cultural and entertainment industries as a key sector, fully utilizing the space, creating opportunities for artists to showcase their talents, gathering and spreading the essence of national culture, nationalizing global cultural values, and internationalizing Vietnam’s cultural identity.
Highlighting the spirit of “only talk about doing, not retreating,” “what is promised must be done, what is committed must be fulfilled, and what is done must have concrete results and products,” the Prime Minister agreed in principle to establish special mechanisms and policies for the National Exhibition and Fair Center. If necessary, foreign consultants with expertise in organizing major events may be hired, and Vietnam also needs to build a team to absorb technology, knowledge, and experience from abroad.
